PRE-DISCHARGE CARGO CONDITION & OUTTURN TALLY CARRIED OUT

We, Constellation Marine Services LLC as independent ship and marine surveyors, often get instructions from our principals like ship owners, charterers and P & I clubs for Pre-discharge cargo condition & out-turn tally to be carry out onboard general cargo vessels. Recently we got a nomination from one of our clients to carry out Pre-discharge cargo condition & out-turn tally on board a general cargo carrier and report on the exceptions noted during our attendance. Our surveyor, a Master Mariner upon receiving instruction for the survey contacted the concerned local agent & arranged to attend the survey on board the vessel in relation to pre-discharge cargo condition.

Upon receiving the notice from the local agent our attending surveyor & tally officials boarded the vessel. Upon boarding the vessel, he met the Master/Chief officer & explained our purpose of the attendance. He was informed by Master that Vessel was loaded with Prime HR coils from India to discharge at 2 different ports in UAE.

1st discharge port:

Upon boarding the vessel, constellation surveyor had a tool box meeting with the Master, chief officer & port officials. Chief Officer informed that the coils were stowed in all her 5 holds for discharge at its 1st discharge port. Coils were to be discharged using ships crane (SWL 30 T). Our attending surveyor verified the certificates of deck crane & found them valid. Stevedore foreman informed the master that 2 gangs will be deployed for cargo operation & it will be continued till cargo completion.

After tool box meeting hatch covers were opened in front of our attending surveyors & port officials. Coils were found well stowed & secured. Master informed us that vessel didn’t encounter any rough weather throughout her voyage. All the cargo in 5 holds was inspected by our surveyors before commencing discharging. Some coils were noted with minor rusting Silver nitrate test was carried out on random coils in all 5 holds and found negative saline effect confirmed free from sea water contact. Chain slings were used for discharge operation which were inspected & found adequate for discharge operation. Tally officials were deployed at pier side & advised them to note down the operational damages throughout the cargo operation. Cargo was discharged & stored in open yard inside port premises.

After completion of cargo operation our attending surveyor provided the exception list with remarks & same was acknowledged by master. Local agent informed to the master that after paper work he can inform the port that vessel was ready for sailing. Accordingly, master had given us the next port ETA.

2nd discharge port:

Upon berthing, our attending surveyors boarded the vessel & inspected again all 5 holds to ensure that the cargo didn’t sustain any damage during her voyage. After tool box meeting master informed that vessel is ready in all aspects for cargo operation. Foreman informed master that cargo will be stored in open yard after discharge from the vessel. Tally officials were deployed at pier side to note down the operational damages. Silver nitrate test has been conducted on random coils & found negative. Exception list was provided to master with remarks & same has been acknowledged by master. After discharge operation cargo holds were inspected by attending surveyor & chief officer. And confirmed no cargo was left on board or carried by ship.
